I have tried to make this a few times but it never thickens. What might be the problem?

“Yes you can, check the usage rates for whichever hydrolats you use as they may vary.”

"
When the Natural Surfactant Base and Natural Fat Restorer are blended together initially, they always thicken up then. Leave that for a few minutes to maximise the thickening. In the Stage 3, certain essential oils always make a surfactant go thin. Often this is trial and error, but the citrus ones are known for it.
The overall blend was not designed to be “jelly thick”, just thick enough to apply to a flannel to wash the body."
